NY State – Cigarettes and tobacco products
Registration is now available through Online Services
Every retail dealer of cigarettes and tobacco products in New York State, and every owner or operator of vending machines through which cigarettes and tobacco products are sold, must separately register each business location or vending machine. Each Certificate of Registration is valid through the date shown on the certificate and is subject to renewal.
The annual registration fees are:
- $300 for each retail location
- $100 for each vending machine
As of April 28, 2020, the DTF-716, Application for Registration of Retail Dealers and Vending Machines for Sales of Cigarettes and Tobacco Products, is no longer available through the New York State License Center. Any application that has been saved and not submitted is no longer accessible.
To register and pay the fee, you must have a Business Online Services account.
- Log in to your Business Online Services account.
- Select the ≡ Services menu in the upper left-hand corner of your Account Summary homepage.
- Select Registrations and account updates, then select Business registrations from the expanded menu.
If you have debit blocks on your bank account – even if you have already authorized sales tax payments to the Tax Department – you must communicate with your bank to specifically authorize your cigarettes and tobacco products retail registration payment. Your bank will process only these authorized transactions.
